[Douglbirds] Backyard Hawks

Hello All!
Over the past few days, there have been quite a few hawks in our backyard, some in the bushes/trees and some just sitting on the electricity poles. It is so hard for me to tell if they are Sharp-Shinned or Cooper's. I think we may have a Red-Tailed hanging around now, it's huge! Is that possible?
The grackles and some smaller birds have been sitting near them just "yelling" at them and have been successful at chasing them away!
Why doesn't a hawk go after these birds or turn around and try to nab them?
