Lisa: Look up Say's Phoebe. The trouble is, they don't eat seeds.
They have gray head & back, black tail, and a belly that runs anything from pale rose to apricot to yellow. When they light on a perch,they wag their tails a bit, and the black contrasts with the rest of the body. They nest on ledges, and often in barns or on the sides of houses.
What kind of beak does it have? If it's a seed-eater then I'm a little stymied on the ID. (Another possibility is a female Western Bluebird, but I think you'd recognize that. The description doesn't fit a female Black-headed Grosbeak -- which loves seeds, or House Finch (ditto on seeds).
Can you get a picture? Even a poor one might help in the ID.
