[Douglbirds] Western Scrub-Jay with Bill Deformity

I've been watching a Western Scrub-Jay that cannot close its bill.  The bill 
is open at a very wide angle and when the bird goes to a platform feeder it 
turns its head sideways, perhaps trying to use its tongue to collect a seed from 
the feeder.  The bird does not flock with other jays and perches quietly.  

If you have knowledge or reasonable suggestions of whether this bird has a 
disease or an injury or deformity, please reply back to me or post on this list.
